Shenzhen Baoan Launches “Embodied Intelligence Port” (宝安“具身智能港”正式发布)
On May 8, Shenzhen’s Baoan district officially launched the “Embodied Intelligence Port” during its AI industry development conference. The new hub aims to serve as a comprehensive industrial base, integrating R&D, manufacturing, and global export services. The district rolled out a “1+3+1” policy matrix specifically targeting AI breakthroughs, server supply chains, and talent acquisition. Nearly 20 key projects were signed at the event, including the high-profile relocation of Zibianliang Technology (自变量科技), a major embodied AI foundation model startup valued at roughly 20 billion RMB. The port’s strategy relies heavily on the “R&D in Hong Kong, manufacturing in Baoan, market to the world” model to solidify its position in the Greater Bay Area. [1]
China Humanoid Robot Shipments Estimated at 20,000 in 2025 (2025年我国人形机器人出货量2万台)
A newly released industry report estimates that China’s humanoid robot shipments reached approximately 20,000 units in 2025, representing a massive 614% year-over-year growth. The domestic market size for complete units is estimated at 5 billion to 6.5 billion RMB. The report identifies five primary application scenarios driving this volume: education and research (accounting for 42% of shipments), data collection (19%), interactive services (19%), entertainment and performance (16%), and industrial logistics. While education and entertainment currently lead in raw unit volume due to lower price points, industrial and logistics applications are highlighted as the most critical future growth areas due to their high unit value and substantial replacement potential. NDRC Solicits Research on LAE Legislation and Logistics Costs (国家发展改革委低空经济发展司2026年研究课题征集公告)
The National Development and Reform Commission’s (NDRC) Low-Altitude Economy Development Department issued a public notice on May 9 soliciting research proposals for two major 2026 policy topics. The first topic focuses on deepening LAE legislation, requiring researchers to compare international practices, map domestic laws, and draft a proposed legal framework to guide the sector. The second topic targets low-altitude logistics costs, asking for full-chain cost modeling across urban delivery, intercity branch freight, and long-haul regional freight. The goal is to benchmark drone logistics against traditional transport methods and propose cost-reduction measures to accelerate commercialization. Final reports are due by December 25, 2026. [1]
